Hunter DeKoninck, Founder & Owner
Since 2015 when he began representing clients as part of the national opioid litigation, Hunter DeKoninck has focused his legal practice on advising the pharmaceutical industry on compliance with the Controlled Substances Act (CSA), DEA's implementing regulations and state laws pertaining to controlled substances. Considered an industry expert on DEA compliance, Hunter has had the privilege of representing companies throughout the pharmaceutical industry and across the supply chain, including: wholesale drug distributors, wholesale veterinary distributors, chain pharmacies, mail-order pharmacies, independent retail pharmacies, hospital systems and prescribers.
In 2025, after spending ten years practicing at Quarles & Brady (for which he remains grateful), Hunter launched DeKo Law LLC where he continues to provide his expertise to industry leaders.
His strong commitment to serving his clients faithfully and to the best of his ability is fundamentally driven by his love for Christ and his desire to bring glory to Him alone. His practice is further enriched by his love for his wife, Elizabeth, and two daughters, Vivian and Ashlyn.

Compliance
Legal advice on compliance practices related to the distributing, dispensing and prescribing of controlled substances. Hunter offers significant legal expertise for critical regulatory issues such as pharmacists' corresponding responsibility obligations, registrants' record-keeping requirements and wholesalers' anti-diversion practices and suspicious order monitoring requirements. He also advises clients on (and assists in the development of) their policies and procedures related to all aspects involving the handling of controlled substances.
Litigation
Legal defense for matters involving civil action brought by DOJ under the CSA, administrative action brought by DEA and state agencies under their regulations and other government investigations regarding controlled substance activities.
Hunter's representative experience includes:

Served as lead DEA counsel for some of the largest human drug wholesalers and veterinary wholesalers on matters regarding general regulatory compliance, record-keeping requirements, registration requirements, state licensing requirements, CSOS compliance, customer due diligence practices, SOM practices and other DEA-related matters.

Advised several national chain retail pharmacies on corporatewide compliance practices regarding corresponding responsibility practices, EPCS requirements, security requirements, reporting requirements and other DEA-related matters (and developed written policies, procedures and working instructions regarding the same).

Developed a corporatewide controlled substance monitoring program for a national wholesaler.

Served as lead DEA counsel for an M&A transaction involving two national chain pharmacies.

Led due diligence on DEA compliance for a national wholesaler acquiring a regional wholesaler.

Represented a veterinary wholesaler, several chain pharmacies, several independent retail pharmacies and multiple hospitals in regards to threatened DEA administrative action, including ISOs, OTSCs and MOAs.

Served as lead DEA counsel for pharmacies regarding various change of ownership and reorg transactions.

Represented a wholesaler, multiple chain pharmacies and individual pharmacists in regards to civil claims asserted by DOJ under the CSA seeking civil monetary penalties.

Provided internal corporate training to retail and institutional pharmacists on corresponding responsibility requirements.

Advised on DEA registration and state licensing requirements for wholesalers and pharmacies in all 50 states.
